Removing rust or paint from inside a small hole can be quite tricky. A great option is to use the 20mm diameter abrasive flap wheels which we have available in a range of grits. The best option would be to use a 60 or 80 grit which will have quite a bit of aggression but in such a small diameter is not going to do a lot of damage to the parent metal.
